Accountant – RTI Indonesia

Administrative Assistant (Jakarta based)

The Administrative Assistant will be responsible for providing administrative support for the NTD ENVISION regional team. S/He will be based in the NTD project office in Jakarta and report to the Resident Program Advisor.

Responsibilities:

  • Organize files, correspondence, manuals, papers and ongoing maintenance of such;
  • Handle phone, fax, mail and courier communications, and direct to correct staff;
  • Assist with processing and maintenance of encumbrances (Fee for Service Contracts, Lease Agreements, Rental Agreements, etc);
  • Ensure timely submission of reports, processing of purchase orders, budgets and other documents from grantees, vendors and consultants;
  • Provide high quality document formatting and production assistance;
  • Coordinate logistics planning and administration for travel, accommodation, and per diem for in-country conferences, meetings, and study tours;
  • Support in-country project meetings. This may include booking rooms, coordinating schedules, issuing and tracking meeting invitations, preparing meeting agendas and supporting materials, and preparing meeting notes;
  • Handles routine requests for internal support for, e.g., IT, phone, and editing services;
  • Assist the Accountant with logistics and procurement-related activities; and
  • Other general administrative duties as assigned.

Desired Qualifications and Experience:

  • High school diploma and at least 1.5 years of experience in administrative assistance practices and procedures;
  • Relevant vocational training.

Desired Knowledge, Skills and Abilities:

  • Demonstrated knowledge, skills, and/or experiences in accounting transactions and ensuring compliance of internal control systems;
  • Knowledge of donor funded programs, particularly USAID a plus;
  • Strong ability to work in a team-oriented setting;
  • Advanced working knowledge of Microsoft Office applications;
  • Detail oriented, organized and able to meet tight deadlines;
  • Self-motivated, results driven, prefers to work in a fast-paced dynamic environment;
  • Effective written and interpersonal communication skills;
  • Fluency in English preferred.

Accountant (Jakarta based)

The Accountant will be responsible for ensuring the timely and efficient administration of project funds for the NTD ENVISION regional team. S/He will be based in the NTD project office in Jakarta and report to the Project Administration Manager (PAM).

Responsibilities:

  • Maintain local accounts on the QuickBooks computerized accounting system.
  • Maintains local audit file, including filing of general ledger journal vouchers, accounts payable documentation, and other miscellaneous financial filings;
  • Performs full range of accounting functions;
  • Assists the PAM collecting financial information and supporting documentation from grantees, ensure timely transfer of funds to grantees, and maintains log of grantee funds transfers;
  • Identifies potential accounting discrepancies and works with the PAM to effectively research, track, and resolve;
  • Prepare periodic financial reports;
  • Review payment claims and prepares and processes check requests, which includes ensuring purchase orders, receiving and invoices are matched;
  • Responsible for processing and maintenance of encumbrances (Fee for Service Contracts, Lease Agreements, Rental Agreements, etc);
  • Responsible for ensuring compliance of standard practices;
  • Assist with budget preparation and monitoring;
  • Assist the PAM during year-end cut off processes for payments; and
  • Other general accounting duties as assigned.

Desired Qualifications and Experience:

  • Bachelor’s Degree in Business Administration or Accounting and at least 1 year of experience in the management of financial systems and budgets, financial reporting, auditing, and/or taxation;
  • Professional Accounting Designation (CPA, ACCA), or significant progress toward obtainment of designation preferred.

Desired Knowledge, Skills and Abilities:

  • Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, accounting transactions, budgeting, reporting, and ensuring compliance of internal control systems;
  • Familiarity with USG Cost Accounting Standards; Knowledge of donor funded programs, particularly USAID a plus;
  • Strong ability to work in a team-oriented setting;
  • Knowledge of accepted accounting practices and principles;
  • Advanced working knowledge of Excel and strong database skills;
  • Strong financial acumen and analytical ability;
  • Detail oriented, organized and able to meet tight deadlines;
  • Self-motivated, results driven, prefers to work in a fast-paced dynamic environment;
  • Effective written and interpersonal communication skills;
  • Fluency in English preferred.

Monitoring and Evaluation Specialist (Jakarta based)

Responsibilities:

  • Provide technical support of RTI’s activities that strengthen strategies of the National NTD control program. Ensures that all Monitoring and Evaluation activities are implemented in accordance to work plans and budget
  • Upon request, liaise between RTI’s NTD Control Program in Indonesia, Program staffs, Ministry of Health, Program partners and other national and international donors and organizations involved in NTD control activities
  • Provide mentoring, training and supervision of other project staff on Monitoring and Evaluation methodologies
  • Provide support to the MOH for timely implementation and smooth operation of country program activities
  • Upon request by the Indonesia NTD Resident Program Advisor and/or RTI staff in Washington DC, prepare reports and summary updates on progress of program activities to relevant NTD Control Program partners and stakeholders, including work plans and semi-annual reports
  • Conduct Data Quality Assessments (Data Audits) of MDA results in districts supported by USAID in collaboration with MoH staff
  • Provide guidance in data collection and quality control for baseline prevalence and disease distribution data, funding gap analysis tool data, Program scale-up data, MDA coverage data, and disease monitoring and impact data in Indonesia (historical and current)
  • Submit data in NTD Control Program report format through the Disease Distribution Form, Funding Gap Analysis Tool, MDA Treatment Projections Form, MDA Coverage Form, Semi-Annual Report, and other forms as needed
  • Perform other duties as needed

Qualifications:

  • Advanced degree, Masters or above, in public health or relevant discipline
  • At least three years of progressive relevant experience in database management and program evaluation.
  • At least two years of professional use of Microsoft Windows/Excel software, and one year professional use of Access, SPSS, and other statistical packages.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting
  • Strong English language oral and written communication skills
  • Proficient in Microsoft Office (Word, Excel, PowerPoint)
  • Experience in disease surveillance, infectious diseases preferred
  • Experience working with USAID or other donor-funded projects preferred
  • Willingness to travel within Indonesia frequently
  • Must be Indonesian.
